Attorney Boucher has vast experience developing legislative strategy and responses to proposed legislation for business clients and advising clients regarding federal laws, and administrative regulations.

Mrs. Boucher has experience with effective coalition building involving interdisciplinary teams, multiple stakeholders, teams of attorneys, private parties and government entities.

Carla has sucessfully advised national and international businesses and non-governmental organizations in United States administrative regulatory compliance for long-range policy making and site-specific projects.  Mrs. Boucher’s experience in legislative analysis and advocacy includes:

  • Formulating long-term strategy for legislative reforms
  • Determining compliance with applicable laws and regulations and providing businesses with appropriate compliance recommendations
  • Analyzing and summarizing proposed legislation for a wide range of constituents
  • Preparing complex cases for federal administrative law review
  • Recommending corrective actions and procedures
  • Coordingating policies and directives with installation officials from various government agencies

The legislative advocacy services offered are based on years of experience, having authored congressional testimony; testified before congressional subcommittees; drafted proposed federal legislation, regulations, and guidance; tracked and reported upon proposed federal legislation; monitored various legislative bodies and provided formal written response to proposed agency rulemaking and making recommendations for improvements to draft legislation; built relationships and contacts with various and changing members of congress through multiple administrations; performed formal and informal briefings and presentations to boards of directors and other high-level management to accomplish legislative goals for various business clients.

In addition to legislative tasks, Mrs. Boucher can provide strategic advice for client businesses, having authored long-range implementation for clients’ strategic plans; drafted and published corporate business plans as well as annual corporate reports; prepared reports on risk and operational weaknesses which included advice on corrective actions to meet business goals and objectives; and auditing and monitoring expenditures and using cost-benefit analysis to set budgetary priorities.
